IEP is the most unmeasurable tool I have seen. So many use a percentage, such as will be at 90%... then when we write the next one that goal is met....boggles my mind!!! I believe the measurable goals are the ones that you can see, hear or obtain...and its not behaves... finishes tasks(they change the task). Ask for documents to proof in reaching or not in each IEP goal... it is also a great way to get your child a more restrictive routine and labeling....IEPs are not your child's advocate...you are and don't put something on there you do not want addressed. You do have a right to ask for a helper for your child and this can be put in their IEP and IT must be followed...... 13yrs of following IEP (or fudging) so don't go in alone and never let them intimidate you. If you want to look it over take it with you before signing. It is a gov't document and they get paid for your child and more money at higher levels of needs
